OPERATION 1325


OPERATION 1325 TIMELINE
FROM RESOLUTION TO OPERATION
In 2000, UN Security Council Resolution 1325 on women, peace, and security adopted and recognized for the first time that women’s full participation in conflict management is a matter of international peace and security. The resolution was the result of many years of civil society organization’s lobbying and advocacy work that ultimately paid off.
The historic resolution led a number of Swedish women and peace organizations to gather in 2003 to discuss how they could work together to implement the resolution and become a reality. In 2006, the umbrella organization Operation 1325 was registered as a result.
Since 2006, Operation 1325 has worked nationally and internationally to influence those in power and civil society to take Resolution 1325 into greater consideration. Women’s perspective on security must permeate all Swedish peace-building work, not least diplomatic relations, development cooperation, and military and civilian efforts.
2020 is the anniversary year of Resolution 1325 which is an opportunity to draw attention to the measures that are still lacking and the efforts required to comply with the resolution.

Sweden adopted a National Action Plan (NAP) for the realisation of 1325 for the period (2006-2008)
Operation 1325 was founded by five women’s and peace organisations: the International Women’s Federation for Peace and Freedom, Women for Peace, the Swedish UNIFEM Committee, the National Association of International Associations for Immigrant Women, the Swedish Ecumenical Women’s Council and the Swedish Women’s Lobby, and began advocacy work at the national level.
Operation 1325 published the book “Peace Agents 1325” which is a handbook for training, skills development, empowerment, democracy, human rights, gender equality, conflict management, non-violence and peace.
Operation 1325 published the “Women as Peacebuilder” report from two days training in Härnösand, which was organised together with SIDA with funding from FBA.

Operation 1325 organised a conference on “The Security Sector Reform and Resolution 1325” in Stockholm, with financial support from Ministry of Foreign Affairs, FBA and MUCF.
“Women as Peacebuilders – Evolving Further Collaboration” – Operation 1325 arranged a dialogue seminar between women from Israel and Palestina in Stockholm.
Sweden adopted a new National Action Plan (NAP) for UNSCR 1325 for the period (2009-2012).

Crossing the Bridge – Operation 1325 organised a workshop in Cyprus for women from Israel and Palestine to further contribute to the implementation of Resolution 1325.
Overcoming Obstacles – Operation 1325 arranged a seminar for women from Israel and Palestine regarding the implementation of UNSCR 1325.

Operation 1325 organised an Anniversary Conference (10 years of 1325) in Stockholm. The purpose was to evaluate what has happened, and what progress has been made and not.

Operation 1325 supported the 1325 Network (five women’s organisations in Sudan) in strengthening the work of women’s organisations for peace, women’s participation, and influence over the peace process.

Conference “Security and Justice – Implementing Resolution 1325” targeted post-conflict countries like Sudan, and Iraq. Aiming to provide practical tools for Swedish mission personnel to collaborate with civil society more actively on the ground in mission areas. Released the handbook Security on the ground after the conference.
Operation 1325 released the educational book “War Affects Everyone – Peace must be built together”, which was used as a basis to increase knowledge about 1325 among high school students.
Operation 1325 published “Security Council Resolution 1325: Civil Society Monitoring Report”, which is an examination of how Sweden fulfils 16 indicators that the EU has set to monitor progress on UNSCR 1325.

Project: “Women, Peace, and Security in Iraqi Kurdistan” was carried out aiming to provide information and education about UNSCR 1325, targeting authorities, decision-makers, and individual organisations.

Operation 1325 participated in “A Regional Meeting on UNSCR 1325” in Jordan. The focus was on the implementation of UNSCR 1325 in the Middle East.

Operation 1325 participated in training for UN police officers destined for mission in Liberia and South Sudan, where a lecture was given on the importance of collaboration between civil society and mission personnel.
Operation 1325 launched the report Missing the Target together with the Swedish Committee for Afghanistan and Kvinna till Kvinna. An examination of how well the Swedish effort has empowered Afghan women in line with Resolution 1325.

Project: “Monitoring” – Operation 1325 organised workshops together with the partner organisation EVE-Organisation for Women Development in South Sudan. The aim was to increase knowledge about UNSCR 1325 and how it could be applied in practice. Two committees were formed to work on civil society’s inclusion in the process of developing a national action plan. The same workshop was conduced in Sudan.
Project: “SSR in South Sudan” – with the goal of increasing collaboration between international mission personnel and civil society organisations working with UNSCR 1325.

Project: Regional work in the Middle East and North Africa. The project was developed as previous partner organisation expressed a desire to broaden their regional contacts to exchange experiences, strategies and increase women’s political influence in MENA.

Operation 1325 launched the report “Women Count Turkey” together with the partner organisation Women in Foreign Policy. The report is a review of the work on women, peace, and security as well as a situation report from Turkey.

Project: “Motkraft” was a project in Sweden aimed at empowering young women and non-binary individuals as actors in countering violent extremism. The project is based on UNSCR 1325, as well as its sister resolutions 2250 and 2242, which emphasize the importance of youth participation and influence in conflict and violence prevention work.

The “Motkraft” project developed policy recommendation “Countering Violent Extremism” which was created by young women aged 17-25 during a workshop in collaboration with the Life & Peace Institute.
Operation 1325, together with our partner organisations, published recommendations on how Sweden can work towards the implementation of Women, Peace and Security agenda in 10 different countries.
Operation 1325 organised a conference on the anniversary of UNSCR, where Swedish decision-makers and local partner organisations from Yemen, Turkey, Palestina, and Albania participated. During the conference, discussions were held on the actions taken and the remaining challenges, with multiple perspective taken into account. The report “Stronger Together” was published based on the conference.
Operation 1325 presented “Women Count”, which consisted of recommendations to the government and authorities to strengthen their ongoing work with UNSCR 1325.

Operation 1325 published a handbook “Young Women Mediators and Board Trainee for Women, Peace and Security” in collaboration with the partner organisation Palestinian Centre for Democracy.
Project: “Women Security” was a project with the partner organisation Wi’am in Palestine, aimed at reducing domestic violence and increasing awareness of the physical and psychological needs of vulnerable women.
